Kiribati National Energy Policy

The Kiribati National Energy Policy (KNEP), established in 2009, serves as a strategic framework to provide accessible, reliable, affordable, clean, and sustainable energy options, thereby enhancing economic growth and improving livelihoods across the nation. While the Ministry of Infrastructure and Sustainable Energy (MISE) leads the energy sector, the Ministry of Finance and Economic Development (MFED) plays a crucial role in aligning energy initiatives with national development priorities and ensuring effective financial oversight.

Key Objectives:

  • Reduce Fossil Fuel Dependence: Aim to replace more than one-third of fossil fuels used for electricity and transport by 2025 through the adoption of renewable energy sources and improvements in energy efficiency.
  • Promote Renewable Energy: Encourage the use of alternative fuels and renewable energy sources, such as solar photovoltaic (PV) systems and coconut oil-based bio-fuels, for power generation and transport.
  • Enhance Energy Efficiency: Implement programs and incentives to promote energy conservation and the use of efficient equipment across various sectors.
  • Strengthen Institutional Capacity: Develop human and institutional resources to effectively manage and coordinate energy sector activities. 

Strategic Initiatives:

  • Kiribati Integrated Energy Roadmap (KIER) 2017–2025: This roadmap outlines specific targets, including a 45% reduction in fossil fuel use in South Tarawa (23% through renewable energy and 22% through energy efficiency) and a 60% reduction in Kiritimati Island (40% through renewable energy and 20% through energy efficiency) by 2025.
  • South Tarawa Renewable Energy Project (STREP): Executed by MFED and the Public Utilities Board, this project aims to increase renewable energy grid penetration from 9% to 44%, exceeding the government's target of 36% by 2025. It includes the installation of solar PV systems and battery energy storage, contributing to reduced diesel fuel imports and greenhouse gas emissions.

Through these concerted efforts, the KNEP and associated initiatives demonstrate Kiribati's commitment to transitioning towards a sustainable energy future, with MFED ensuring that these energy policies are financially sustainable and integrated into the broader national development agenda
